The idea is that the unauthenticated public TL (if enabled) should provide a peek in what's happening, but shouldn't let you go back forever.

This change makes it so that you can see the 20~40 newest toots no matter what, but can then only go up to 2h back in time.

Of course this doesn't prevent people from crawling more often than that…

@Thib yes, but it would be very noticeable, when done badly at least, so it could be easy to block

@hirojin I think crawling back pages and pages would be more noticeable, and that happened, and barely anyone actually noticed

@Thib Does this also affect hashtag pages/API access? I frequently use that to browse other instances, and as far back as a week or month
